Ex-ante and ex-post assessment of the German flatrate for public transport (so called Deutschlandticket, D-Ticket)
Authors (M-Five):
Dr. Wolfgang Schade
About:
The so called Deutschlandticket is delivering on greenhouse gas mitigation (GHG) and on providing affordable mobility. The impact assessment of M-Five expected a modal-shift from car to public transport of 3,2% reducing annual GHG of transport by 2,8 Mt CO2äq. in the first two years. Ex-post analyses provide for a larger range of annual GHG reductions of between 1,5 and 6 Mt CO2äq. Tarif increase by about 21% in real terms until 2026 and uncertainty about permanence of the Deutschlandticket mean that its modal-shift potential in the future will not be reaped.
