About:

The report provides an in-depth look at the results of the 2025 greenhouse gas projection data, explains the assessment of policy instruments and publishes the data for the With-Additional-Measures scenario. For 2021–2030, the projections show a cumulative undershooting of the permitted total annual emission budget, with small differences between the With-Measures and With-Additional-Measures scenarios. Results follow the sectors of the Federal Climate Change Act (Bundesklimaschutzgesetz KSG) and the EU Climate Action Regulation and are supplemented by detailed sensitivity analyses. In the transport sector, M-Five worked with Fraunhofer ISI to model and assess passenger and freight demand using the ASTRA-M model. This was complemented by a methodological sensitivity in which the entire transportation sector including vehicle fleets (passenger cars, trucks, light commercial vehicles, and buses) and their final energy consumption and GHG emissions were modelled in an integrated model via ASTRA-M. A model and data documentation Icon of ASTRA-M was produced alongside the report.
