The report provides an in-depth look at the results of the 2025 greenhouse gas projection data, explains the assessment of policy instruments and publishes the data for the With-Additional-Measures scenario. For 2021–2030, the projections show a cumulative undershooting of the permitted total annual emission budget, with small differences between the With-Measures and With-Additional-Measures scenarios. Results follow the sectors of the Federal Climate Change Act and the EU Climate Action Regulation (ESR) and are supplemented by detailed sensitivity analyses. In the transport sector, M-Five worked with Fraunhofer ISI to model and assess passenger and freight demand using the ASTRA-M model. This was complemented by a methodological sensitivity in which, alongside demand, vehicle fleets and their final energy consumption and GHG emissions were modelled in an integrated way via ASTRA-M. A model and data documentation
of ASTRA-M was produced alongside the report.
